No way to add/remove users in control center?

I am kind of surprised not to see a gui 'app' in control center to manage (add/remove, set admin (sudo rights), manage groups, etc).
There is a way to change password, and the login picture however.

When I looked at screenshots on Mate site, there seems to be such options in administration:

Is this kind of thing that each distribution must add by themselves?
